One hour before and one hour after high tide has always worked best for me. That slack time is always the best time to fish the inlet of Quivera Basin, under the bridge, and the small reef at the base of the opening of the bay. Bass and halibut that migrate in and out of the bay (generally bigger and slightly different colorings)I have caught in these areas.
