One other thing that was taught to me the hard way!
I used to go power boating with a friend and at the end of the day we used to toss all of our live bait out on the way in to the bay. One day we forgot to dump our bait and when we got to the boat launch we gave it away to some guys that were fishing from the dock. My buddy went to get the truck and that guy that we gave the bait to had a fully bent rod turned out to be a #6 sand bass. He told me that in between tides when the most water is moving the bass hang out at the docks and bridges waiting to ambush stuff going buy. This made a lot sense to me. After that experience we always saved a couple of baits for the boat launch. However I have yet to catch a #6 sandy out of Mission Bay.
There is a boat launch down past Sea World in the southeast corner of the bay. The rest might be out of reach due to the thunder boat races. That stretch in front of Sea World will hold halibut if the weeds are down.

: One hour before and one hour after high tide has always worked best for me. That slack time is always the best time to fish the inlet of Quivera Basin, under the bridge, and the small reef at the base of the opening of the bay. Bass and halibut that migrate in and out of the bay (generally bigger and slightly different colorings)I have caught in these areas.
