For my Navigator- I did a hoopty-hoo special and cut two corners off of the milk crate bottom- that way it fits the taper of the bait well area. And it cuts just like pvc pipe- avoid the milk crates with the metal frames though... I did a total hackjob as far as craftsman ship (about 15min) thinking it would just be a quick fix until I could make something better. It ended up working well and Ive stuck with it since.

For rod holders I used pipe clamp to fasten two pieces of 2" pvc pipe inside the crate at about 45 degrees.
I also ran a thin diameter metal rod through the eyelets-through the milk crate- and then through the eyelet on the other side. It has a bit of movement but it would never fall out. Its about as stable as you could get it given the shape of the navigator.
