You don't need to register you kayak (are you in CA?) unless you have a motor on it. I think any experience in the water can be applied to kayaking; floattubing experience helps. For get about all that freshwater stuff....just put a steak on hook and rope and drop it down, lol. Just kidding. A few guys I've hooked up with that transitioned from fresh to salt were really effective from the get go. Bass and shallow water halibut seem to respond well to some of the "freshwater" tackle. If it works in saltwater, I suppose it wouldn't be considered just "fresh water" tackle....
