aerator pump frustration

i have the attwood V500, and a primer bulb to prime the pump. the setup is almost identical to the one seen on allsportfishing:

my problem is that i cant get the pump to suck up the water, even after priming. could it be that the hose connecting to the pump is not air tight? any help would be greatly appreciated.
