The San Diego City Lakes allow kayaks but you have to pay the full launch fee of $5, plus $5 to fish. At Lake Cuyamaca kayaks are allowed only during summer months - same price as the city lakes. You can also kayak Escondido's Lake Wohlford, but not Dixon.
If anyone knows of any other San Diego County lakes that allow kayaks I'd like to hear of them.
