I built pretty much the same kind of tank for my Pro E. I put the hole about an inch below square extrusion that the handle in mounted in. I was thinking more bait is better. However, paddling with that much water in there is a noticeable difference. It really creates a lot of drag.
As for the electrical, I bought a cheap Tupperware container; put a half inch hole through the lid for a switch and a notch in the lip for the wires. In the container are a 6v lantern battery and a fuse. I just place the box in the pouch behind my seat and I am good to go.
The other thing you will want to do is get a cheap drain plug so that you can take the water out easily when you are not using the tank when there is no bait in there.
