: Maybe foam insulation with a cap of silicon sealent would. The stuff they sell to fill in voids; sold at hardware stores. I would put the scupper stopper in with a ring of sealent and the from underneath or with the kayak upside down I would add foam sealent to the inside and let it expand. I would then add sealent to the bottom portion of the plug. But since my kayak is in shipment, maybe I should wait until I have to plug a few.
