Try Newport back bay an hour before and after high tide. Use curly tailed lime-green AA's with 3/8oz lead head and fish attractor.
It will help you to have a fish finder because they are in spread out schools.
I launched out by the wedge in one of the little residential side roads on the harbor. It was easy. Lots of sand bass on blue green and silver flake curly tailed swim baits
