making bait

can anyone tell me the best size hook for a sabiki rig and what type of fish (that you can catch with the rig)is the best to use as bait. The area I am planning to fish has no bait barge so I have to make my own bait. I would be fishing in nearshore (within 200-300 yards from shore) kelp beds.
