eyelet help. epoxy VS scrap?

Hey guys I need some help. I had a couple of eyelets pop off while I was twoing my kayak behind a boat. The kayak rolled and by the time the boat stopped the eyeltets were torn off.
My question is, is it better to cover up the rivot holes with epoxy, and place the eyelets in another spot, or should I melt some scraps onto the holes and place the eyelets in the same spot? Thanks for any help. Good fishing to all
