There are no borders here. The more the merrier. I try to keep things as general as possible. The new board (almost finished) has general categories but will also have a section broken up into a few regional categories and subforums. I'm not building regional walls. These forums are for everyone regardless of where they're from. Though it would make sense to keep the topics consistant within the region of that forum.

Ex. An angler from Las Vegas, Nevada will be visiting Oxford, Mississippi. He'd like to know the best place to do a little kayak cat fishing. Instead of posting the question in a general forum where it could get burried amongst the rests of the posts, they can go right to the region and file their request for info in that regional forum. If an angler from Miss is scanning the regional categories and comes across the LV angler and his/her appeal for info, they might be willing to offer some of their local expertise.
This is also the place where people can refer them to regional websites in the area in question (Guy from Oxford turns LV guy onto his local kayak fishing club or regional kayak fishing website for more in depth info).
