You can use a "Sabiki Rig" to make bait in the kelp beds.

I also take a telescoping rod with a spinning reel to go after mackerel and larger anchovies.

And if all else fails, I have my trusty lures or a bucket full of frozen anchovies from the Japanese market down the street.
