If you are talking about the Agua Hedionda Lagoon, just off 5, you can kayak in there, but they delegate us to the back end of the lagoon or go under the freeway and fish there, not allowed anywhere that will interfere with the skiers. And you need a permit. So it seems that this "sanctuary" is more about making money and letting the gas/oil depositors have free range over the kayakers. Fishing used to be good for halibut, etc., now it is mostly small bass. Guess us noisy kayakers scared away all the fish. Hope this helps.
