If you can get out and rent any of the Ocean Kayaks or Cobras you mentioned, do it. When you rent those kayaks take some fishing equipment and you will really be able to narrow down what you are looking for. There is a huge difference in kayaks that are designed for fishing as fishing platforms and those that are designed as kayaks which can be used for fishing or are fishing friendly.
The next consideration you need to make is, you have weather issues that are vastly different than we have here in Southern California. A couple of the kayaks you mentioned are not particularly suited for the cold. Out of all the kayaks you listed only one was specifically designed for fishing and that is the MOS Pro Explorer. The Cobra Navigator comes next. Since you mentioned touring, then the OK Scupper Pro TW should be on your short list.
Doesn't the Chesapeake Bay have pretty heavy tidal swings?
As far as the Caper goes, I saw one at a tourney. It was a raffle prize, it looked nice, but I'd need to take it out with my fishing gear for an afternoon. www.paddling.net has no posted reviews and www.sit-on-topkayaking.com has no reviews. I have yet to see a post from anyone who fishes one, yet that does not give any indication as to it's worth. It is a very new product for Ocean Kayak.
