I've been checking the state records (got the info from DFG's Marine Region). 28lbs 14oz caught in Paradise Cove 1978. I haven't heard of many reports coming out of this area lately. Maybe you should try hunting them there. I've caught a few just East of Point Dume where the kelp beds are super thick (BKR).
When I target Sheephead with bait, I go to the Asian markets and get whole shrimps. I think Vallarta has them like that as well. Though the best bait I've seen for Sheephead are live Ghost Shrimp. Some people say crawdads work well though I don't think they stay live for too long since their freshwater.
