The bottom line is that the best system is dry breathable waders for lower body up to the chest.
For the upper body anything from a t-shirt to a windbreaker up to a dry-top can be worn depending on how cold it is and if you are positive you will be dumped into overhead booming surf and have to swim for it, possibly for a long time.
In that case waders and a dry top are the gold standard, but probably overkill here.
Wetsuits are OK, but are not warm enough out of water, except for specialized ones, and are uncomfortable. Most are also not warm enough for an extended stay in very cold water, but in Southern California you can get by.
Waders do not hamper your mobility in or out of the water so that is not a consideration.
