Waders aren't much of a hazard IF AND ONLY IF a tight fitting belt is also worn with them to prevent water from getting in. I know some folks who wade rapids areas and use two belts on their waders: one at chest level, and another at waist level. You still have to wear the suspenders too. The suspenders keep the waders up as high as possible, and the belt(s) keep the water out. I've had to swin after a slip when wading deep in a river more than once and been grateful for the foresight (and good advice from a web site) of wearing a belt. I haven't tested the two belt method yet, but you can bet that I will before wading deep again. Look at any picture of a surf fisherman in cold water (like New England or North Carolina in November) - he's wearing a belt AND suspenders.

With proper use, waders are safe for surf fishing and wading. I haven't tried them in a kayak, but I don't suppose there's much of a difference between swimming after a kayak dump and swimming after slipping on some moss - except that you're more likely to be wearing a PFD in the kayak.
