Though I am part of the ocean fishing kayak crowd that uses a live well, I rewmember well the first couple of months when I used a bait bucket.
Don't drill more holes it it.... instead, put it in the water any time you stop so it doesn't act as a sea anchor when you move from point to point (try paddling with it out, and you'll see what I mean).
That way, the water retained in the bottom when you retreive it onto your deck or tankwell should keep a small number of bait alive for 15-20 minutes between dunkings.
An aerator will not work on salt water bait... they make the water toxic in a closed system and will die in 45 minutes of so if the water is not regulary replaced.
Fresh water bait would be a different story.
Start looking at building a bait tank if you plan to fish the ocean... the bucket ends up only being a stop-gap for most of us.
