I fished that area a couple months ago. Make sure to stow your gear going out and comming back through the surf. When we launched there the surf was 1ft and when we came back in it was
around 4ft at high tide. Big difference. I didn't have any trouble making all the live smelt that I wanted. I paddled out to the kelp about 200 yards off shore and dropped my sabiki over with a 2 oz torpedo sinker on my 15lb rig about 15-20 ft deep and the smelt wouldn't leave it alone. There was also some spanish mackrel around that my buddy Taggermike managed to fill his bait tank with. I filled my Plano bucket with smelt in no time. If you are having trouble making bait try chumming with canned cat food or mashed up frozen anchovies. Try a dropper loop set up or a sliding sinker on the bottom while you cast plastics for bass.
