Fishing along the coast in an inflatable raft

I was at County Line and the life guard told me it was illegal to launch my inflatable boat to go fishing in the kelp beds. He said kayaks are legal but inflatable boats are not. I usually use a 2 HP Evinrude engine also.

Does anyone know about this? Did I purchase my multichambered, wood bottom, Evinrude engine equipped boat for nothing?
