help w/halibut?

Hey I was wondering what the best way to catch halibut was. I'm going to be camping up in tomales bay in a week and have been told that they have a big run of halibut about this time every year. I was just curious if anyone had any tips about catching them in the bays because I am a newbie to this sort of fishing. Are soft plastics effective or do you have to drift bait along the bottom? Are frozen herring okay or does the bait have to be alive? Any suggestions would be greatly appreciated. Thanks -Otter-
