I have caught lots of halibut in San Diego Bay with plastics and frozen anchovies. I use 4" plastic grubs tipped with a piece of squid half the size of a postage stamp on a 1/4-3/8 oz leadhead. I use this set up on 6lb test. For frozen anchovies I use a variation of the Carolina rig that freshwater bass fishermen use. I use a 10-12lb outfit. I use anywhere from 1/2-1oz sliding sinker, a small red bead, a barrel swivel, and a leader of about 2-3 ft. For a hook I use a straight shank freshwater bass worm hook
2/0-3/0 in size. There is no need for any trailer hooks. When they hit they pretty much inhale the bait. I like to drift with the current/tide with both of these set ups with the lure/bait bouncing along the bottom. Every place is different though. What works down here might not be the best set up for Tomales Bay. I would contact some tackle shops in that area and see what they reccomend. Good luck and I hope this helps.
